What is the 21st Century Salmon and Steelhead Framework?

The 21st Century Salmon and Steelhead Framework is a new decision-making tool developed in partnership by Long Live the Kings (LLTK) and the Washington Department of Fish and Wildlife (WDFW) to drive All-H management of salmon and steelhead. The framework is designed to help WDFW conserve wild salmon and provide sustainable fisheries by:

  • integrating decisions about hatcheries, harvest, and habitat at multiple scales;
  • making decisions in an All-H context; and
  • ensuring that science-based, transparent, accountable management is made institutional. 

The framework sets out what is necessary, across multiple disciplines, to meet the goal of conserving wild salmon and providing sustainable fisheries; it assesses where WDFW is today in relation to the goal; and it identifies benchmarks over the next 50 years against which to measure progress.

An Innovative Public / Private Partnership

From 2005-2009, LLTK worked with the WDFW senior “Planning Team” appointed by the Department Director to create the 21st Century Salmon and Steelhead Framework and institutionalize its use. The WDFW Planning Team represented expertise in habitat, harvest, hatcheries, science, as well as legislative and public affairs. LLTK helped the team create a framework for change; gave them the format and tools; and facilitated the development of their ideas and their plans to make them operational.

The WDFW Planning Team and LLTK facilitators met over 50 times, invested more than 7,500 hours, and worked with over 100 additional staff to develop the 21st Century Salmon and Steelhead Framework.
