Former LLTK Board Member Sally Yozell Named NOAA Policy Director

NOAA announced Feb 23 that Sally Yozell, LLTK Board Member from 2001 to 2005, would join the agency as Director of Policy and Senior Advisor to Administrator Jane Lubchenco. We wish Sally all the best as she takes on this exciting new opportunity. 

The following is an excerpt from NOAA Announcement regarding Sally's appointment: 

As outlined in the NOAA headquarters alignment message (Oct. 8, 2009), the Office of Policy was established to provide senior level staff support to the Office of the Under Secretary. The director reports to the NOAA chief of staff. Sally will work with NOAA leadership to develop and evaluate policies, strategies and long-range plans for new initiatives and existing programs; build relationships and assure cooperation with policy staff in White House agencies and other departments; and help ensure budget development and analysis is well-integrated with policy and program formulation.

Sally is coming to NOAA after serving with distinction as the director of marine conservation in the eastern United States region for The Nature Conservancy. In this job, she oversaw the development of an integrated, science-based marine ecological assessment of the northwest Atlantic Ocean; conducted university seminars on ecosystem-based management and marine conservation; and provided guidance for her regional staff and relevant scientific committees. She has been active in the development of policies relating to coastal and marine spatial planning and regional ocean governance. For the past decade, she served as a member of the Stellwagen Bank National Marine Sanctuary Advisory Committee.

Prior to this, Sally was vice president for program development and management at the Battelle Memorial Institute where she was also a senior manager for scientific research and consulting with Battelle's applied marine science group. She also oversaw a team that focused on Everglades restoration activities in South Florida.

From 1993–2000, Sally served in two major positions in NOAA — as the deputy assistant secretary for oceans and atmosphere and as the director of the Office of Legislative Affairs. While at NOAA, Sally was a leader on many initiatives including restoring the Everglades, fighting invasive species and harmful algal blooms, and protecting coral reefs. She also served as the executive director of the 1998 National Ocean Conference, which inspired the creation of the two national ocean commissions. She has worked with Sen. John Kerry and Rep. Robert F. Drinan.

Sally holds a master’s in public administration from Harvard University’s Kennedy School of Government and a bachelor’s in political science from the University of Vermont.
